Background
TRAFFIC, thewildlife trade monitoring network, is a joint conservation programme of WWF-the conservation organization, and IUCN-International Union for theConservation of Nature, working globally to ensure that trade in wild animalsand plants is not a threat to the conservation of nature. Following itsfoundation in 1976, TRAFFIC has grown into an international network, with morethan 20 offices world-wide, organized in eight regional programmes. TRAFFICactively monitors and investigates wildlife trade and provides its informationto diverse audiences world-wide as a basis for effective conservation policies,legislation and programmes.
TRAFFIC is seeking a Financeand Administration Officer to support TRAFFIC’s China Programme. The positionwill be based in Beijing, China, and will report to the Head of TRAFFIC EastAsia-China programme. S/he will be responsible for the smooth running ofthe day-to-day operations of the office.
CHARACTERISTICDUTIES
1. Carryingout the financial management of the China programme and supervising thefinancial management of the EGP medicinal plants project, including timelycompletion of programme financial reports;
2. Preparingquarterly and annual financial reports of TRAFFIC China Programme to East AsiaRegional Office and coordinating with the Regional Office for informationrequired for financial matters;
3. Implementingand maintaining sound financial policies and procedures for the projectimplementation to comply with WWF CPO, TRAFFIC and the EC Delegation’srequirements;
4. Maintaining a correct and detailed set ofbook-keeping, reconciling bank accounts of TRAFFIC China Programme;
5. Carryingout the China Programme’s administration and programmatic works
6. Supporting timely completion and filing of project documentation,including project documents, reports on project activities, monitoring and*uation information; bi-annual and annual technical and financial reports,and others as needed;
7. Organizingmeetings, seminars and other events related to theprogramme including travel and accommodation for participants;
8. Supervisinga Administration and Finance Assistant;
9. Carryingout other duties as requested by the Head of TRAFFIC East Asia – China Programme.
WORKING RELATIONSHIPS
l Internal: supervisedby the Head of TRAFFIC’s China Programme, close coordination with the Regional Adminand Finance Manager, EGP Project Manager, TRAFFIC International EU GrantAdministrator, and TRAFFIC staff in other offices. Regular contacts withWWF China Programme Office staff in finance and administration;
l External: interactionwith partners, e.g., governmental agencies, research institutions, businesssectors, the mass media, donors, sub-contractors/contractors and NGOs whenneeded
QUALIFICATIONS
l University degree infinance/accounting/public administration or related subjects;
l At least two years working experience in finance and administration with solid knowledge in accounting
l Excellent interpersonalskills and ability to work independently and in a team, demonstratedability to work as part of a multicultural, multidisciplinary team is highlydesirable;
l Proficientin English and Chinese, both writing and verbal communication skills;
l Experience of project and conference management is an advantage;
l Experience in working in NGOs or interest to do so is highly desirable;
l Excellent computerskills and familiarity with the use of accounting software (e.g. Oracle, A
CCPAC,etc.) highly preferable;
l Ability to learn in arapidly changing environment, and willingness to update professional knowledgeand skills;
l Proactive,innovative and output-oriented personality with the ability to meet harddeadlines and willing to work under pressure.
